Best AI video generator for YouTube Shorts in 2026, by use case

Three phones playing AI-made vertical Shorts, and scissors cutting a long film strip into clips

The best AI video generator for YouTube Shorts depends on where the Short starts. To make one from a script or an idea, InVideo AI and Vuela turn text into a narrated vertical video. To cut a long video into Shorts, OpusClip and Vuela find the best moments and reframe them to 9:16. To copy a format that is already going viral, Vuela's video cloner rebuilds it with your own script. For cinematic clips use Runway or Google's Veo, for a talking presenter use Synthesia, and for free on your phone, YouTube's own AI tools inside the Shorts camera.

Below is the best pick for each use case, what its free plan really gives you, and the Shorts rules that AI creators trip over: length, format and the AI label. We checked every free plan against the vendor's own pricing and help pages on 1 November 2026.

1. From a script or an idea

This is what most people mean by an AI Shorts generator: you give it a topic or a script and it returns a finished vertical video with visuals, voice-over, captions and music.

  • Vuela: the YouTube Shorts maker writes the script from a topic (or uses yours), then generates the scenes with AI images or AI video, a voice in more than 25 languages, captions and music, in 9:16. You can edit any scene before rendering and schedule the upload to your channel.
  • InVideo AI: the most common pick for beginners. It builds the video mostly from stock footage, which is fast but looks generic in niches where everyone uses it. The free plan gives limited credits that reset every week.
  • Pictory: good for turning a blog post or a script into a stock-footage video. There is no free plan, only a 14-day trial with watermarked 720p exports.

2. From a long video you already have

If you already publish podcasts, streams or long YouTube videos, cutting them into Shorts is the cheapest content you will ever make.

  • OpusClip: the reference tool for clipping. It finds the moments most likely to hook, reframes them to vertical and adds animated captions. The free plan gives 60 processing minutes a month, with a watermark.
  • Vuela: Shorts from a long video (the button at the end of this post) picks the strongest segments, reframes them to 9:16 and adds captions, in the same place where you make the rest of your videos.

One rule matters here: YouTube blocks Shorts longer than one minute worldwide if they have an active Content ID claim. Clipping your own videos is fine; clipping someone else's music or footage into a two-minute Short is not.

3. Clone a format that is already going viral

Most viral AI Shorts are not original ideas. They are a format that works (a structure, a pacing, a type of visual) repeated with a new topic. Vuela's AI video cloner takes the URL of a Short, analyzes its scenes, script and rhythm for free, and rebuilds it with your topic, new visuals, a new voice and new music. None of the other tools in this list does that whole job: with them you would watch the Short, write the script yourself and rebuild it scene by scene.

To find formats worth cloning, the Viral Video Finder shows Shorts that got far more views than their channel size would predict. That is the signal that the format works, not the creator's audience.

4. Cinematic AI clips

  • Runway: high-quality AI clips from text or an image, with fine camera control. The free plan is 125 one-time credits with a watermark; Standard is $12 a month billed yearly.
  • Google Flow: Google's tool for its Veo video model. Free users get 50 credits a day, and a Veo 3.1 Fast clip costs 20, so about two clips a day. Google AI Pro is $19.99 a month.

Both give you clips of a few seconds, not a finished Short. You still need a voice, captions and an edit. In Vuela, the same models run inside a full video, so the clips come out already narrated and captioned.

5. An AI presenter

Synthesia is the reference for realistic talking avatars, popular for explainers and corporate content. Its free Basic plan gives 10 minutes of video a month but does not let you download it; Starter is $19 a month, or $14 billed yearly. Vuela also makes AI avatar videos in vertical format.

6. Niche series: stick figures, Reddit stories, parkour

Some of the biggest faceless Shorts channels run on one repeatable format. Vuela has a generator for each of the formats that bring it the most users: stick figure animations, Reddit story videos over gameplay, Minecraft parkour stories and gameplay story videos. Each one keeps the look of the format, so episode 40 looks like episode one.

7. YouTube's own AI tools, free on your phone

YouTube has built AI into the Shorts camera: Dream Screen for AI backgrounds, standalone AI video clips of up to 10 seconds, turning a photo into a video and, on desktop, turning an audio track into a Short. They are free, but they are rolled out by country: they are not available in the European Economic Area, and some features only work in the US, the UK, Canada and Australia. The YouTube Help page on generative AI in Shorts lists what is available where.

What the most-viewed AI Shorts look like

Every week Vuela takes a snapshot of AI-made Shorts on YouTube. In the snapshot of 26 October 2026, the 48 AI Shorts from the previous 90 days with more than 50,000 views had a median of 1.95 million views. The formats that kept showing up were 3D football parodies (led by Yamal and Haaland, 478 million views between them), AI comedy ads and AI influencers.

Small channels break out too. We found 8 AI Shorts from the previous 60 days with more than 200,000 views on channels with fewer than 30,000 subscribers. Their median was 909,000 views on a channel of 6,280 subscribers, and two of those channels were less than three months old. The full data, updated weekly and downloadable as CSV, is in our study of the most viral AI Shorts.

Shorts rules for AI creators

  • Length: since 15 October 2024 you can upload Shorts of up to three minutes. Shorts over one minute with an active Content ID claim are blocked.
  • Format: only square or vertical videos count as Shorts. Export in 9:16.
  • The AI label: YouTube asks you to disclose realistic content that was meaningfully altered or generated with AI, with the "AI use" setting in YouTube Studio. Animation, clearly unrealistic scenes, AI scripts and AI captions do not need it.
  • Monetization: YouTube does not pay for content that is generic or repetitive, such as one template with the words swapped. A series is fine if each Short's substance is different.

Frequently asked questions

What is the best AI video generator for YouTube Shorts?

It depends on the starting point. From a script, Vuela or InVideo AI. From a long video, OpusClip or Vuela. To copy a viral format, Vuela's video cloner. For cinematic clips, Runway or Google's Veo. For a presenter, Synthesia. For free on your phone, YouTube's built-in AI tools, where they are available.

Is there a free AI YouTube Shorts generator?

Yes, with limits. YouTube's own AI tools are free in the countries where they are available. InVideo AI has weekly free credits, OpusClip gives 60 free minutes a month with a watermark, and Google Flow gives 50 credits a day, enough for about two Veo clips. For more options, see our list of the best free AI video generators.

How long can a YouTube Short be?

Up to three minutes, in a square or vertical format. If a Short over one minute has an active Content ID claim, YouTube blocks it.

Does YouTube penalize AI-generated Shorts?

No. AI Shorts are allowed and many of the most-viewed Shorts are made with AI. What YouTube does not monetize is generic or repetitive content, and it asks you to label realistic AI content, which does not affect reach or monetization.

Should my channel only post Shorts?

Shorts are the fastest way to test a format and grow subscribers; long videos usually earn more per view. Many faceless channels use both. See our guide to the best AI tools for a faceless YouTube channel for the full production stack.
